- Feb. 4, 2014Advisory Panel on Reconstruction of the Legal Basis for Security“T here is now a recognized need for dealing with so-called 'gray zone' situations. These situations include cases in which foreign national submarines navigating underwater intrude into Japan's territorial waters and continue to navigate the waters, refusing Japan's request to leave, or incursions occurring in remote islands or sea areas that are several hundred kilometers away from the mainland, making it difficult for the police or the Japan Coast Guard alone to respond quickly. We must carry out a thorough review to see if there are no 'gaps' that need to be filled in by introducing legislation from the perspective of whether the Self-Defense Forces have sufficient authority and are able to respond in a timely manner,” said Prime Minister Abe Shinzo at the meeting of the Advisory Panel on Reconstruction of the Legal Basis for Security.

In his remarks, Minister explained Japan's vision "Proactive Contribution to Peace" based on the principle of international cooperation and said, "Japan, as a major player in world politics and economics, will, in cooperation with our partners, contribute even more proactively in securing peace, stability, and prosperity of the regional and international community." - Jan. 30, 2014Basic policies of the National Strategic Special Zones are decided. “During the recent Davos Meeting, I made remarks that 'in the National Strategic Special Zones, over the next two years, no vested interests will remain immune from my drill.' The concept behind those remarks is clearly incorporated in today's 'basic policies,' said Prime Minister Abe Shinzo. The Special Zones will be a breakthrough for regulatory reform, which is fundamental to the Abe administration's growth strategy.

They said that for a country as mature as Japan, growth would be impossible. These arguments were made to sound almost legitimate. You can see what Japan's psyche was like before I took office as Prime Minister. “Hardly can you hear any such voices now. Our growth rate has changed dramatically, from negative growth to positive. In six years' time, the Olympics and the Paralympics will come to Tokyo. People are now more vibrant and upbeat. It is not twilight, but a new dawn that is breaking over Japan.” And Prime Minster closed his speech saying, “Japan has sworn an oath never again to wage a war. We have never stopped and will continue to be wishing for the world to be at peace.
